KREAN is involved in drafting the Priority Development Project (PAP) for Area 04 Calero in Barakaldo, promoted by URGOLF, which is the first application of its kind currently being processed in the Autonomous Community of the Basque Country.
The development covers an area of approximately 75,000 m² and provides for the construction of around 550 homes, representing one of the first practical applications of the new urban planning framework introduced by Law 6/2025 on Urgent Measures relating to Housing, Land and Urban Planning.
The aforementioned Act introduces new instruments designed to streamline town planning procedures and facilitate the development of residential areas already provided for in the planning framework. Its aim is to help mobilise land suitable for housing, reduce administrative delays and encourage the introduction of new residential supply onto the market, thereby helping to meet the growing demand for housing in the Basque Country.
Manu de Vicente is responsible for the overall management and coordination of the project, leading a multidisciplinary team comprising KREAN, responsible for engineering and site development; KATSURA, responsible for architectural aspects; and ASPEM, responsible for environmental matters.
In this context, KREAN brings its expertise in urban development, infrastructure and the management of complex projects, participating in the technical definition of a project set to become a benchmark for future applications of Priority Action Projects in the Autonomous Community of the Basque Country.
Participation in this project reinforces KREAN’s position as a leading player in urban and territorial development, capable of integrating technical, legal, architectural and environmental disciplines to address the new challenges of access to housing and the transformation of cities.
