KREAN has extensive experience in drafting and successfully processing Special Photovoltaic Plans in the Basque Autonomous Community.

Special Photovoltaic Plans aim to delimit and organise urban areas on non-developable land for the implementation of photovoltaic parks.

Some of the Photovoltaic Plans developed by KREAN are included in the EKIOLA initiative, which promotes the European Energy Change Strategy and the Basque Energy Transition, based on citizen empowerment for the generation and management of renewable energies for self-consumption. This model is based on the new concepts of active consumers and energy communities, encouraging direct citizen participation.

The creation of cooperative energy communities is in line with European regulations and allows citizens to get involved in renewable generation, taking a decisive step in the energy transition. The photovoltaic project provides environmental benefits in terms of sustainable development and the fight against climate change, integrating into the Basque Government's strategy for the decarbonisation of the economy, which justifies its public and social interest.

These photovoltaic installations do not involve the loss of agricultural land or a change in classification to urban uses. The structure is fixed by direct driving, which ensures that the use of the land is temporary and reversible. In addition, photovoltaic use is compatible with other agricultural uses, allowing the simultaneous production of energy and food through the agrovoltaic system.
