KREAN has collaborated with the Provincial Council of Bizkaia in drafting the Partial Territorial Plan for the Bilbao Metropolitan Area.

The Bilbao Metropolitan Area PTP is the most important land use plan after the Land Use Guidelines, and this one in particular is the first to be drafted in accordance with the 2019 Land Use Guidelines and incorporating the Landscape Catalogue drafted in parallel. This PTP establishes the planning of the 35 municipalities that make up the Functional Area, affecting a population of nearly 900,000 inhabitants.

The PTP establishes the territorial model for the development of Metropolitan Bilbao in accordance with principles and criteria that include environmental protection, urban regeneration, and the protection of cultural and environmental values, limiting urban growth and committing to the development of green infrastructure and sustainable mobility, taking climate change into account.

The document includes provisions relating to the physical environment, green infrastructure, landscape, rural habitat, urban habitat, facilities, mobility and transport infrastructure, sustainable resource management, heritage and compatible spaces. In addition, cross-cutting issues such as universal accessibility, inclusion and gender perspective, health and, in more detail, climate change are integrated throughout the document.
