The main objective of the General Plan review is to provide the municipality with an updated planning tool that is valid and appropriate for all current urban planning issues, adapted to current legislation and the applicable legal regime, but based on the consolidated city model and the experience gained in the application of the previous Subsidiary Regulations.
The PGOU proposals are configured in accordance with the principles of sustainable development, with a city model that pursues balanced growth in relation to the different uses in accordance with the following objectives: maximum use of existing urban land, redensification of undeveloped urban land, preservation of natural spaces, maintenance of facilities in residential areas and promotion of pedestrian and cycle mobility.
The proposals are organised in a cross-cutting manner, taking into account gender perspective, improving people's quality of life and health, and adapting to climate change.
The Plan is developed in accordance with criteria and objectives that are established in detail for undeveloped land, the network of general systems, residential land, economic activities, and facilities and open spaces.
The proposals are framed within 28 urban areas where different sub-areas are structured to be developed through different direct planning actions or through detailed planning.
