With around 350,000 inhabitants, Bilbao is the largest city in the Basque Country and the tenth largest in Spain.

The Preliminary PGOU establishes the basic criteria for urban planning over the coming decades. The City Model has 4 general objectives: competitive and innovative capacity, continuous process of urban regeneration, environmentally sustainable transformation and social cohesion as an inclusive city.

Initiatives are planned for the physical and natural environment; mobility, transport and communications; economic activities; residential areas; open spaces and green areas; amenities; protection of cultural heritage; climate change and gender perspective.
